Application for registration.—Every manufacturer of cosmetics carrying on the manufacture of cosmetics shall make an application for registration to the Central Government in Form 20-B, within thirty days of the commencement of these regulations, accompanied by a fee of two thousand rupees and a statement of every sample held by him on the date of the application, and shall keep a copy of the application and of the statement for sixty days from that date.
