Application for registration.—Every person carrying on the business of a pawnbroker carrying on the business of a pawnbroker shall make an application for registration to the Licensing Authority in Form VII, within forty-five days of the commencement of these rules, accompanied by a fee of one hundred rupees and a statement of every pledge held by him on the date of the application, and shall keep a copy of the application and of the statement for twenty-one days from that date.
