Application for registration.—Every sender of commercial messages carrying on the sending of commercial messages shall make an application for registration to the Authority in Form B, within forty-five days of the commencement of these rules, accompanied by a fee of one lakh rupees and a statement of every telecommunication service held by him on the date of the application, and shall keep a copy of the application and of the statement for fifteen days from that date.
