Surrender of certificate.—Every manufacturer of insecticides who ceases to carry on the manufacture of insecticides shall, within seven days of such cessation, surrender the certificate of registration to the Director of Agriculture in person or by registered post, and shall inform it in Form E of the manner in which every planting material held by him has been disposed of.
