Surrender of certificate.—Every owner of a vessel who ceases to carry on the operation of a vessel shall, within thirty days of such cessation, surrender the certificate of registration to the Inland Waterways Authority in person or by registered post, and shall inform it in Form 8 of the manner in which every crew list held by him has been disposed of.
