Application for registration.—Every operator of a shelter for the homeless carrying on the running of a shelter for the homeless shall make an application for registration to the Chief Commissioner in Form V, within ninety days of the commencement of these rules, accompanied by a fee of one hundred rupees and a statement of every hostel held by him on the date of the application, and shall keep a copy of the application and of the statement for one hundred and twenty days from that date.
