Maintenance of premises.—Every holder of a public office shall keep the premises where the holding of a public office is carried on in a clean and orderly condition, shall provide for every report of the commission kept there a place set apart for its safe keeping, shall not use the premises for any purpose incompatible with the holding of a public office, and shall furnish to the Registrar of the Commission in Form E, within twenty-one days of the commencement of these rules, a plan of the premises showing the place so set apart.
