Surrender of certificate.—Every consumer who ceases to carry on the use of electricity shall, within thirty days of such cessation, surrender the certificate of registration to the Appropriate Commission in person or by registered post, and shall inform it in Form I of the manner in which every tariff held by him has been disposed of.
