Surrender of certificate.—Every keeper of a commercial establishment who ceases to carry on the running of a commercial establishment shall, within twenty-one days of such cessation, surrender the certificate of registration to the Licensing Officer in person or by registered post, and shall inform it in Form V of the manner in which every standing order held by him has been disposed of.
