Grant of certificate of registration.—The Committee shall, on being satisfied that the application is complete and that the fee of fifty rupees has been paid, register the applicant, shall issue to him a certificate of registration in Form IV within fifteen days of the receipt of the application, and shall enter in the register the number and date of the certificate and the particulars of every home study report stated in the application.
