Surrender of certificate.—Every bidder who ceases to carry on participation in procurement shall, within fourteen days of such cessation, surrender the certificate of registration to the Public Accounts Committee in person or by registered post, and shall inform it in Form GFR 25 of the manner in which every purchase order held by him has been disposed of.
