Surrender of certificate.—Every operator of an open school who ceases to carry on the imparting of education through open learning shall, within fifteen days of such cessation, surrender the certificate of registration to the Board of Secondary Education in person or by registered post, and shall inform it in Form E of the manner in which every certificate of recognition held by him has been disposed of.
