Safe custody.—Every licensee of a firing range shall keep every identity card to which these rules apply in a receptacle or place reserved for the purpose at the premises where the operation of a firing range is carried on, shall record in Form D the description of every identity card so kept and the date on which it was received, and shall furnish a copy of the record to the General Officer Commanding-in-Chief within forty-five days of the close of each year.
