Application for registration.—Every owner of a private service vehicle carrying on the use of a private service vehicle shall make an application for registration to the Licensing Authority in Form 38, within fifteen days of the commencement of these rules, accompanied by a fee of five hundred rupees and a statement of every register of vehicles held by him on the date of the application, and shall keep a copy of the application and of the statement for seven days from that date.
