Surrender of certificate.—Every owner of a private service vehicle who ceases to carry on the use of a private service vehicle shall, within forty-five days of such cessation, surrender the certificate of registration to the Licensing Authority in person or by registered post, and shall inform it in Form 2 of the manner in which every trip sheet held by him has been disposed of.
