Application for registration.—Every consignor carrying on the consignment of goods by railway shall make an application for registration to the Chief Commissioner of Railway Safety in Form B, within forty-five days of the commencement of these rules, accompanied by a fee of five hundred rupees and a statement of every wagon held by him on the date of the application, and shall keep a copy of the application and of the statement for fifteen days from that date.
