Transfer of registration.—A certificate of registration shall not be transferable: Provided that where any felling contractor dies, his legal representative shall, within ninety days of the death, intimate the death to the Environmental Appellate Authority in Form III, surrender the certificate of registration to it and furnish a statement of every sample of effluent then held; and the Environmental Appellate Authority shall enter the intimation in the register within one hundred and eighty days of its receipt.
