Application for registration.—Every subscriber carrying on the use of a telecommunication service shall make an application for registration to the Telecom Disputes Settlement and Appellate Tribunal in Form F, within sixty days of the commencement of these rules, accompanied by a fee of five lakh rupees and a statement of every message held by him on the date of the application, and shall keep a copy of the application and of the statement for ninety days from that date.
