Surrender of certificate.—Every farmer who ceases to carry on the cultivation of land shall, within one hundred and twenty days of such cessation, surrender the certificate of registration to the Seed Certification Agency in person or by registered post, and shall inform it in Form D of the manner in which every planting material held by him has been disposed of.
