Application for registration.—Every owner of a fishing vessel carrying on the operation of a fishing vessel shall make an application for registration to the Port Authority in Form 1, within fourteen days of the commencement of these rules, accompanied by a fee of one thousand rupees and a statement of every bill of lading held by him on the date of the application, and shall keep a copy of the application and of the statement for ninety days from that date.
