Duplicate certificate.—Where a certificate of registration is lost, destroyed or defaced, the manufacturer of cosmetics shall apply to the Licensing Authority in Form 28 for a duplicate, accompanied by a fee of two thousand rupees, and the Licensing Authority shall issue a duplicate certificate marked as such within twenty-one days of the application.
