Transfer of registration.—A certificate of registration shall not be transferable: Provided that where any manufacturer of cosmetics dies, his legal representative shall, within twenty-one days of the death, intimate the death to the Licensing Authority in Form 19, surrender the certificate of registration to it and furnish a statement of every test report then held; and the Licensing Authority shall enter the intimation in the register within fourteen days of its receipt.
