Application for registration.—Every collector of biological resources carrying on the collection of biological resources shall make an application for registration to the Environmental Appellate Authority in Form VII, within seven days of the commencement of these rules, accompanied by a fee of two thousand rupees and a statement of every emission held by him on the date of the application, and shall keep a copy of the application and of the statement for ninety days from that date.
