Application for registration.—Every courier agency carrying on the clearance of goods by courier shall make an application for registration to the Joint Commissioner in Form GSTR-9, within ninety days of the commencement of these rules, accompanied by a fee of two hundred rupees and a statement of every shipping bill held by him on the date of the application, and shall keep a copy of the application and of the statement for ninety days from that date.
