Custody of the register.—The register maintained under these rules shall be kept at the office of the Licensing Authority in the custody of the Controller of Explosives, shall be bound and its pages numbered, and shall not be removed from that office except on the written order of the Licensing Authority; and where the Controller of Explosives having custody of it is succeeded by another, an entry recording the transfer of custody shall be made in Form VI within twenty-one days of the succession.
