Application for registration.—Every transporter of explosives carrying on the transport of explosives shall make an application for registration to the Licensing Authority in Form VIII, within fourteen days of the commencement of these rules, accompanied by a fee of fifty rupees and a statement of every seized article held by him on the date of the application, and shall keep a copy of the application and of the statement for fourteen days from that date.
