Custody of the register.—The register maintained under these rules shall be kept at the office of the Registration Officer in the custody of the Protector of Emigrants, shall be bound and its pages numbered, and shall not be removed from that office except on the written order of the Registration Officer; and where the Protector of Emigrants having custody of it is succeeded by another, an entry recording the transfer of custody shall be made in Form E within forty-five days of the succession.
