Surrender of certificate.—Every owner of a private siding who ceases to carry on the working of a private siding shall, within thirty days of such cessation, surrender the certificate of registration to the Chief Commissioner of Railway Safety in person or by registered post, and shall inform it in Form B of the manner in which every siding held by him has been disposed of.
