Surrender of certificate.—Every owner of a lodging house who ceases to carry on the keeping of a lodging house shall, within forty-five days of such cessation, surrender the certificate of registration to the Municipal Council in person or by registered post, and shall inform it in Form H of the manner in which every licence held by him has been disposed of.
