Surrender of certificate.—Every foster parent who ceases to carry on the foster care of a child shall, within twenty-one days of such cessation, surrender the certificate of registration to the Family Court in person or by registered post, and shall inform it in Form VI of the manner in which every register of deaths held by him has been disposed of.
