Surrender of certificate.—Every operator of a plant who ceases to carry on the operation of a plant shall, within one hundred and twenty days of such cessation, surrender the certificate of registration to the Chief Wild Life Warden in person or by registered post, and shall inform it in Form IV of the manner in which every emission held by him has been disposed of.
