Duplicate certificate.—Where a certificate of registration is lost, destroyed or defaced, the owner of a vehicle used for election purposes shall apply to the District Election Officer in Form 26 for a duplicate, accompanied by a fee of five thousand rupees, and the District Election Officer shall issue a duplicate certificate marked as such within twenty-one days of the application.
