Transfer of registration.—A certificate of registration shall not be transferable: Provided that where any owner of a vehicle used for election purposes dies, his legal representative shall, within sixty days of the death, intimate the death to the District Election Officer in Form 2A, surrender the certificate of registration to it and furnish a statement of every register of voters then held; and the District Election Officer shall enter the intimation in the register within twenty-one days of its receipt.
