Custody of the register.—The register maintained under these rules shall be kept at the office of the Excise Appellate Authority in the custody of the Sub-Inspector of Excise, shall be bound and its pages numbered, and shall not be removed from that office except on the written order of the Excise Appellate Authority; and where the Sub-Inspector of Excise having custody of it is succeeded by another, an entry recording the transfer of custody shall be made in Form C within twenty-one days of the succession.
