Duplicate certificate.—Where a certificate of registration is lost, destroyed or defaced, the autonomous body receiving grants shall apply to the Comptroller and Auditor-General in Form GFR 19 for a duplicate, accompanied by a fee of ten thousand rupees, and the Comptroller and Auditor-General shall issue a duplicate certificate marked as such within forty-five days of the application.
