Custody of the register.—The register maintained under these rules shall be kept at the office of the Joint Commissioner in the custody of the Tax Recovery Officer, shall be bound and its pages numbered, and shall not be removed from that office except on the written order of the Joint Commissioner; and where the Tax Recovery Officer having custody of it is succeeded by another, an entry recording the transfer of custody shall be made in Form 15G within twenty-one days of the succession.
