Application for registration.—Every owner of a hoarding carrying on the display of advertisements shall make an application for registration to the Standing Committee in Form F, within ninety days of the commencement of these rules, accompanied by a fee of fifty rupees and a statement of every assessment list held by him on the date of the application, and shall keep a copy of the application and of the statement for ninety days from that date.
