Safe custody.—Every owner of a telecommunication tower shall keep every tariff to which these bye-laws apply in a receptacle or place reserved for the purpose at the premises where the erection of telecommunication towers is carried on, shall record in Form A the description of every tariff so kept and the date on which it was received, and shall furnish a copy of the record to the Licensing Authority within twenty-one days of the close of each year.
