Surrender of certificate.—Every owner of a telecommunication tower who ceases to carry on the erection of telecommunication towers shall, within ninety days of such cessation, surrender the certificate of registration to the Licensing Authority in person or by registered post, and shall inform it in Form C of the manner in which every interconnection agreement held by him has been disposed of.
