Duplicate certificate.—Where a certificate of registration is lost, destroyed or defaced, the user of the national flag shall apply to the Competent Authority in Form F for a duplicate, accompanied by a fee of fifty rupees, and the Competent Authority shall issue a duplicate certificate marked as such within twenty-one days of the application.
