Surrender of certificate.—Every sender of commercial messages who ceases to carry on the sending of commercial messages shall, within ninety days of such cessation, surrender the certificate of registration to the Wireless Planning and Coordination Wing in person or by registered post, and shall inform it in Form B of the manner in which every interconnection agreement held by him has been disposed of.
