Surrender of certificate.—Every employer of inter-State migrant workmen who ceases to carry on the employment of inter-State migrant workmen shall, within fifteen days of such cessation, surrender the certificate of registration to the Chief Inspector of Factories in person or by registered post, and shall inform it in Form III of the manner in which every establishment held by him has been disposed of.
