Safe custody.—Every holder of a composite licence shall keep every transit pass to which these rules apply in a receptacle or place reserved for the purpose at the premises where the working of a composite licence is carried on, shall record in Form H the description of every transit pass so kept and the date on which it was received, and shall furnish a copy of the record to the Government of Goa within sixty days of the close of each year.
