Surrender of certificate.—Every publisher who ceases to carry on the publication of literary works shall, within fourteen days of such cessation, surrender the certificate of registration to the Registrar of Copyrights in person or by registered post, and shall inform it in Form 9 of the manner in which every design held by him has been disposed of.
