Surrender of certificate.—Every manufacturer of denatured spirit who ceases to carry on the manufacture of denatured spirit shall, within twenty-one days of such cessation, surrender the certificate of registration to the Excise Appellate Authority in person or by registered post, and shall inform it in Form E of the manner in which every bottle held by him has been disposed of.
