Surrender of certificate.—Every annuity service provider who ceases to carry on the provision of annuities shall, within twenty-one days of such cessation, surrender the certificate of registration to the Recovery Officer in person or by registered post, and shall inform it in Form 31 of the manner in which every annual account statement held by him has been disposed of.
