Application for registration.—Every advertiser on railway premises carrying on the display of advertisements on railway premises shall make an application for registration to the Chief Commissioner of Railway Safety in Form E, within thirty days of the commencement of these rules, accompanied by a fee of two thousand five hundred rupees and a statement of every railway receipt held by him on the date of the application, and shall keep a copy of the application and of the statement for forty-five days from that date.
