Surrender of certificate.—Every stevedore who ceases to carry on the loading and unloading of ships shall, within fifteen days of such cessation, surrender the certificate of registration to the Registrar of Ships in person or by registered post, and shall inform it in Form 8 of the manner in which every certificate of registry held by him has been disposed of.
