Application for registration.—Every banker issuing instruments carrying on the issue of bills of exchange and promissory notes shall make an application for registration to the State Government in Form D, within one hundred and twenty days of the commencement of these rules, accompanied by a fee of one hundred rupees and a statement of every instrument held by him on the date of the application, and shall keep a copy of the application and of the statement for one hundred and eighty days from that date.
