Duplicate certificate.—Where a certificate of registration is lost, destroyed or defaced, the licensee of an explosives magazine shall apply to the Commissioner of Police in Form V for a duplicate, accompanied by a fee of two thousand rupees, and the Commissioner of Police shall issue a duplicate certificate marked as such within twenty-one days of the application.
